What is Italian Law 191/2023?
The Law of December 15, 2023 was published in the Official Gazette. The new legislation stipulates that houses and apartments rented out for tourist purposes are obliged to install certain detection and control devices. A short-term lease is defined as a contract to rent a property for residential purposes for a maximum period of 30 days.
Legal Obligations of the Lessor
The homeowner must also declare that the house meets safety requirements, which means that combustible gas detectors (to prevent gas leaks) and carbon monoxide detectors (to prevent boiler, stove or other similar equipment failures) need to be installed. In addition, each building must be equipped with a portable fire extinguisher, which must be placed in a "reachable and visible" position.


CIN Compliance Required for Italian Accommodations
Once eligible, the landlord must obtain CIN (National Identification Code) through the National Accommodation Structure Database (BDSR). Otherwise, the houseowner will face a fine ranging from 500 to 8,000€.
